PROPERTY DEVELOPMENT

OWNERSHIP DETAILS

We shall make a thorough check of all information relating to title details, registered encumbrances, liens, servitude's and any other details shown in the deed of grant which affect enjoyment of ownership rights or land use rights. This information is important because the quantum of ownership rights affect the value of property depending on whether definite or infinite rights are registered over a parcel of land. Crucial to note in ownership details is what constitutes ownership.

LAND USE PLANNING AND ZONING

The purpose and extent to which land can be utilized is very crucial in arriving at the value of property. There are legal instruments and controls, which affect land usage. We shall collect data relating to Town Planning controls such as building lines, density, coverage and height. We shall also collect data relating to site location, topographical attributes, flood lines, views, slopes, etc. The erf sizes shall either be physically measured or measurements obtained from the Surveyor Generals’ office.

DATA COLLECTION

The quality of any valuation depends much on the quality and accuracy of data collection to arrive at an informed market/rateable values of the rate able properties. Data relating to value forming characteristics is therefore crucial and its accuracy cannot be over emphasized. To achieve this, we shall endeavor to collect the following information on each of the properties, which are rate able.

INFORMATION RELATING TO LAND AND IMPROVEMENTS

Improvement areas shall be determined by means of physical measurements or from building plans as stipulated in the SAPOAMETHOD FOR MEASURING FLOOR AREAS IN COMMERCIAL AND INDUSTRIAL BUILDING (as effected in 1992). ACCOMMODATION: The number and areas of bedrooms, bathrooms, stores, etc shall be obtained by physical measurements and inspections. Particulars of sundry improvements like swimming pools, tennis courts, paving and fencing shall also be obtained from physical inspections.

METHOD OF VALUATION

The basis of valuation shall be the “open market value”. Open market value will be understood as defined in the Act. In simple terms the valuation principles shall define rateable value as the best price at which an interest in the property might reasonably be expected to be sold at the date of valuation assuming: A willing seller, a willing buyer, a reasonable period within which to negotiate the sale, values remain static during that period, and the property is freely exposed to the open market.
